FIELD: determining contamination of environment with toxic substances. SUBSTANCE: method involves the steps of: providing an electrically-insulated chamber, regulating a gas volume within the chamber prior to mixing an absorbing liquid and sample, mixing by producing an electric discharge in the absorbing liquid in the chamber, an electric voltage being absent prior to taking samples of absorbing liquid for analysis. A device for preparing samples of liquid and solid materials for analysis has a base which bottom has a tapered protrusion with a vertex located in a cover cavity, the bottom and cover comprising common toroidal surface formed in their peripheral portions. Its cavity is in communication with the cavities of bottom and cover. The cavity of the cover is defined by serially arranged portions of spheric, cylindrical and spreading conic shape. The latter os conjugated through a horizontal portion with toroidal surface. The sample and absorbing liquid are mixed with the aid of two electrodes one of which has an electric insulating shield and is fixedly mounted in the cover. The other is in aligned relationship with the first one and is axially movable. The absorbing liquid is fed into and taken out with the aid of a valve made in the form of a normally closed spring-loaded rod and located in the base bottom. The ratio of distances from the vertex of spheric portion to the axis of electrodes and form the axis to the level of horizontal portion is selected in the range of 0.15-0.25. An angle at the vertex of tapered protrusion is selected in the range of 20-90 degrees. An angle between spreading conic portion of the cover and conic surface of the protrusion is selected within the range of 5-20 degrees. EFFECT: enhanced accuracy and reliability. 4 cl, 1 dwg
