FIELD: continuous casting of steel. SUBSTANCE: apparatus has the main hopper 7, provided by the weighing device 8 and the draining pipe 9 with the valve 17 and the flowrate pickup 10. A lower end of the pipe 9 penetrates to the secondary hopper 12, joined with the duct 5 for feeding powder to the mold 1. The powder 26 is being poured from the main hopper 7 to the secondary hopper 12, and then it is being fed by the duct 5 to the mold to be distributed on a surface of the metal 2, being cast. When a level of the powder in the secondary hopper achieves the lower end of the pipe 9, its flowrate becomes equal to zero, and the pickup forms an order for closing the valve, being opened again a time period after, or when the pickup 17 of powder presence indicates its absence. It is possible by measuring a time period between two successive closings or openings of the valve and by weighing the upper hopper always to know a flowrate of the powder.
