FIELD: civil engineering. SUBSTANCE: building has overturning wall panels and wall panels-insertions installed with lower side into slots of foundation blocks and framed from the top by underledge panels. Support components of screens in the form of angle sections are attached to outside of plate-type screens. Support perlins-stoppers are bolted to lower zones of frame structures. Network of ductile material is fastened from the top of lower zone of frame structures. Layer of light pliable material is laid on frame structure. The layer is framed on both sides with film layers. Overturning perforated panels are laid on ends of these layers along building walls. Roof is made of a layer of hardly ductile material. The material is attached to upper zones of frame structures using roof collars. Plate-type screen is bolted to column and lower zones of frame structures. The bolts pass through openings in these structures. Layers of ductile material are run on shelves of support perlins. Wall panels, insertion pieces and underledge panels are installed.
