SUBSTANCE: converter includes dielectric plate which carries printed electrodes positioned on one of its surfaces which form first measurement part and are made in the form of geometric figures having changing width in function of distance along direction of height, common electrode and additional printed electrodes arranged on one surface of dielectric plate with electrodes of first measurement part and forming second measurement part. Summary width in function of distance along direction of height of electrodes of first measurement part made in the form of geometric figures supplementing geometric figures of second measurement part to formation of constant summary width is used in function of distance along direction of height. Geometric figures of electrodes of first measurement part have summary area equal to summary area of geometric figures of second measurement part. Dielectric plate is placed with constant clearances between surfaces of common electrode facing each other. EFFECT: simplified design, increased operational reliability.
