FIELD: satellite communication systems. SUBSTANCE: orbital satellites are projected onto service area ground. Each service area is divided into many cells. Service areas of adjacent satellites cover each other and coverage grows while satellites approach sphere poles. Location of cells reproduced by satellites is modulated by many points of orbit. Cells are defined as active or passive for compensating coverage in respect to each modulated point. Group of channels is assigned to cells within coordinate service area and this assignment concerns all service areas on coordinate orbits of service areas. Next group of channels are distributed among other orbits upon considering mode of passive area located near boundary between orbits. Each satellite memorizes assigned group of channels for its cells at various points of orbit. All satellites change over their communication parameters simultaneously in response to assignment of channel groups. EFFECT: improved design. 20 cl, 14 dwg
