FIELD: cellular various-frequency communications. SUBSTANCE: communication system has part of communication spectrum geographically distributed in cellular structure recovered for reuse which is transmitted as pages or other forms of communications using communication channel assigned to inactive cell of cellular configuration without causing radio noise in inactive cell. Controller functions to control cellular communication system which transmits primary communications. Controller recovers part of spectrum assigned to primary communications for reuse in transmitting secondary communications. Cells of these primary communications move in predicted manner relative to controller location. Primary communications are controlled so as to determine active cell. Use is made of map determining relative position of cells together with information about chronological sequence to predict paths crossing newly introduced active cells. Recovered cell is chosen on the basis of this prediction. Parameters of communication channel of this recovered cell are used for secondary communications. Identity of recovered cell varies in response to changes in identity of active cell. EFFECT: improved design of communication system. 22 cl, 9 dwg
