FIELD: construction of main pipe-lines, applicable for cleaning of outer surface of pipe-lines of any diameters from old insulation, rust, dirt, etc. SUBSTANCE: mechanism has a rotor with sets of cleaning tools installed on it by means of a flexible member, for instance, rope; a plate with ends bent to opposite sides at an angle of 25 to 30 deg., furnished with cleaning and dressing tools made of hard alloy. On both sides of the plate central axis there are holes with spacing tubes for pulling through the flexible member and attaching the plate to the flexible member. The tools have sharpenings, and the cleaning tool has a groove for removal of materials cleaned from pipe-line.
