Correlation of minimum r1 and maximum r2 radii of these sections is selected within 1 < = (r1 + r2)/r1 < = 2 ,, and correlation of radius r2 and maximum size L of element, within 1 < = (r2 + L)/ L < = 10 .. In this case, equivalent resistors R1 of sections through which supply voltages are brought to ionizing electrodes are selected within 1 < = (R1 + R2)/ R2 < = 100000000 . relative to internal resistor R2 of supply voltage generation system. Method includes getting of required supply voltages, their delivery to ionizing electrodes, acting on gas medium with their help, and redistribution of electric charges inside gas medium.
