SUBSTANCE: apparatus has tape transportation drive, device for setting predetermined length and number of strips, guiding spinneret, cutter mechanism, guiding rolls, cut strips length and number measuring system, and control units for controlling automatic operational cycles of mechanisms. Operating mode setting system of apparatus provides setting of required length and number of cut strips. Double-action cutter mechanism has two cutting edges with adjustable angle of attack. Cutter mechanism may be urged to end of guiding spinneret for cutting tape into strips during forward and back motion of cutter mechanism.
