SUBSTANCE: device has housing which moves around the pipeline in spiral, isolation belt roll holder mounted on the housing, device for friction winding of belt adhesive material on the receiving drum whose axis is adjacent to the branch of the insulation belt which embraces the drum in part. The device is provided with drum shifted transversally with respect to the axes and roll holder which is braked by a rotatable roll or braking shoe which is partially embraced with the insulation belt.
