FIELD: measurement technology, urban and industrial water supply systems. SUBSTANCE: invention is meant to take account of efficiency and to establish rational operating conditions of pump stations, water conduits and other structures of water supply systems. Flow is partially blocked in its cross and longitudinal sections, action of impact and static pressures is converted to linear displacement from first to second extreme positions correspondingly in first and second blocking areas. While second area reaches second extreme position blocking areas are returned to first extreme position by mechanical action and specified action is discontinued when mentioned position is achieved. Sequence of information signals which are filled with standard pulses of first sequence is formed and their number in each signal is used to evaluate momentary flow rate and number of standard pulses of second sequence which frequency of repetition is periodically set in correspondence with duration of due information signal is employed to estimate total flow rate.
