FIELD: oil industry. SUBSTANCE: production-line meter of moisture content of oil products has primary converter connected to measurement unit and fitted with flow sampler with inlet and outlet branch pipes installed correspondingly in high-pressure pipe downstream from emulsifier and low-pressure pipe-line. Flow sampler is manufactured in the form of barrel with side hole where coaxial capacitive primary converter is located which working surface bulges out above side surface of flow sampler that has ventilation system for blow-through and sample taking. Coaxial capacitive primary converter is manufactured in the form of quartz washer and cylindrical body with flange having external thread and annular groove in working surface. Its space houses central conductor. Quartz washer is located in groove of body between its internal surface and external surface of working lug of central conductor. Side hole of sampler has thread. EFFECT: increased authenticity, accuracy and stability of information from meter thanks to reduced effect of walls of pipe-lines, water " lenses " and oil products clung to elements of primary converter on measurement result, localization of test zone. 2 cl, 3 dwg
