FIELD: transmission of secret commands. SUBSTANCE: driven station such as orbital satellite and driving station such as ground control station have their own lists of random fillers. Lists of driving and driven stations are identical. When driving station transmits critical command to driven station, one of fillers is combined with command and transmitted to driven station as data transmitting message. Each filler is used only once. Driven station estimates filler value received using its own version of same chosen filler. If estimate results in coincidence, command is taken as genuine and driven station executes it. Random fillers are generated by driven station. They are asymmetrically ciphered in ciphering process and transmitted to driving station so as to make both stations operate with same sets of fillers.
