FIELD: water cleaning and decontamination process; process pertaining to electrochemical control of acid basis and oxidizing reducing properties and catalytic activity of water and/or aqueous solution; processes of electrochemical production of various products. SUBSTANCE: flow-through electrochemical modular member for treatment of liquid includes vertical cylindrical inner anode, outer cathode and diaphragm made from zirconium-based ceramics dividing-electrode space into anode and cathode chambers. Electrodes and diaphragm are coaxially mounted in upper and lower units by means of circular seals. Upper and lower units are made from dielectric material; provision is made for delivery of liquid being treated to electrode chambers and discharge of liquid from chambers after treatment. Units are provided with sealing members for sealing-up the electrode chambers. Sectional anode has cylindrical center section made from porous titanium at porosity of 3 to 70 % with electrocatalytic coat and rod end sections made from non-porous titanium; length of center section is more than length of cathode. Sections are interconnected by means of welded or press-fitted joints; conductivity of layers of anode center section forming circular shears in cross section increases from periphery to axis of center section.
