FIELD: plasma equipment and technology for processing materials. SUBSTANCE: method involves igniting electric discharge in vertical direction between two liquids, one of which has been preliminary poured into tank with current lead, while another liquid is supplied to surface of second current lead, which is located above tank. Lower side of second upper current lead has inter- electrode insertion which is made from porous dielectric, so that one liquid is continuously pored through it to low surface which is directed to discharge region. Liquid supply provides continuous moisturizing of inter-electrode insertion. Main bulk of liquid is pumped away from upper surface of porous inter-electrode insertion.
