FIELD: mechanical engineering. SUBSTANCE: proposed device has lifting and braking members and hinge joint unit. Lifting includes first and second lifting steps hydraulic cylinder and third lifting step hydraulic cylinder. Housing of first and second lifting steps hydraulic cylinder is hinge-coupled with frame of lifting unit, and suspension with lower and upper pairs of trunnions is secured to rod of hydraulic cylinder. Trunnions are designed for engagement with sockets of fork secured to roll ladder or to reel-form of roll. Housing of third lifting step hydraulic cylinder is hinge-coupled with saddle for roll held in working condition by tie-rods hinge-coupled with axle of hinge joint. Rod of third lifting step hydraulic cylinder is hinge-coupled with slider installed for horizontal displacement along guide chute connected with hinge-unit frame. Braking member of device is made in form of hydraulic cylinder with bypass oil line communicating with piston and rod spaces. Cylinder rod is provided with roller.
