FIELD: telephone communication and data transmission systems. SUBSTANCE: device keeps duplex communication between mobile and portable cellular phones in arbitrary location on Earth and above Earth level up to specific height above see level reaching several hundred kilometers. System uses several low-orbiting satellites. Satellites orbits are slanted within range of 30-90 degrees. Satellites provide communication lines for interaction between users and through public telephone network to other users. Satellites are connected by means of communication lines to achieve ring structure which embrace Earth. Each satellite can provide commutation.
