FIELD: road-building materials; applicable in construction of motor roads covering. SUBSTANCE: method consists in mixing of mineral component with heated bitumen. Mineral component is preliminarily subjected to cold treatment. Mineral component is used in form of thermolytic gravel, sand and filler. Filler presents ground powder of thermolytic gravel, organomineral sludge. The latter fully envelopes mineral component. Obtained mineral mix is heated up to 130-140 C, and bitumen heated up to 130-140 C is introduced into heated into heated mineral mix, and mix is stirred to produce homogeneous mass. Organomineral sludge is used in form of waste of treatment of sewage waters of machine-building plants. Sewage waters are formed in process of heat treatment of metal products. EFFECT: higher resistance to water, heat, cracking of bitumen- thermolytoconcrete, reduced consumption of binder and power in manufacture of claimed mix. 2 tbl
