FIELD: inertial energy accumulators. SUBSTANCE: flywheel includes body with inner chamber filled with moving medium. Capillary-porous matter is placed in peripheral portion of chamber. Apparatus for heating and apparatus for cooling are in contact with moving medium and with capillary-porous matter. It is possible to regulate moment of inertia by changing distance between rotation axis and mass center independently upon revolution number of flywheel. EFFECT: enlarged using range due to possibility for regulating moment of inertia. 1 dwg
