Signal electrode is mounted in vessel with the aid of bushing insulator at controlled level. Common electrode contacts wall of vessel with loose material. Input terminals of high-voltage pulse converter are connected to low-voltage power supply source and its output terminals are linked to common electrode and via relay element to signal electrode.
