SUBSTANCE: the rotor seal has a body in the form of a sleeve, positioned on whose side surface are through holes for cable, and a rotor installed in the body for rotation having mating holes for the cable on the side surface, a ratchet-and-pawl gear and an annular recess are positioned in the body, the rotor carries a pawl and an annular bulge mating the annular recess for formation of a lockable permanent joint of the body and rotor, the diameter of the upper end of the rotor equals the inside diameter of the body in its upper part, a washer is positioned over the upper end of the rotor, in the body, its outside diameter exceeds the diameter of this end, and the inside diameter of the washer is such that the washer overlaps the joint line of the rotor end and the body, the body has a mounting hole for the washer located in the body so that the washer and the rotor are engageable with each other, and the washer is fastened in the body by expansion.
