FIELD: meteorology. SUBSTANCE: long-life series of hydrometeorological characteristics are used in agreement with invention, their norms and anomalies are evaluated. Angular velocity of rotation of the Earth for preceding period of many years and year of forecast are computed on basis of theory. Period-analog from closest past is determined for the period of prediction by means of correlation analysis of series of angular velocity. On basis of synchronous correspondence between variations of velocity of rotation of the Earth and changes of meteorological characteristics anomalies of hydrometeorological characteristics observed during period-analog are assumed to be predicted anomalies. Then proper norms are added to them and predicted values of hydrometeorological characteristics for period of prediction are obtained. EFFECT: prediction coming true with increased accuracy of forecast with advance of one year and with detailing of one day. 4 dwg
