FIELD: production of cement clinker from powder and fine-grained raw material. SUBSTANCE: method involves filtering fine dust from waste gas of heater; subjecting raw material to first-stage heating in heater; separating smaller part of total amount of raw material and directing together with filtered fine dust from filtering device to upper part of preliminary calcination device; directing resultant mixture through preliminary calcination device from the top to the bottom in parallel with air for burning and with fed fuel to provide for preliminary calcination; introducing mixture into roasting furnace inlet opening for producing cement clinker. Apparatus has cyclone heater, preliminary calcination device, roasting furnace and cooling device. EFFECT: increased efficiency and improved quality of cement clinker. 19 cl, 1 dwg
