FIELD: electrical engineering. SUBSTANCE: device has first electrode vertically mounted in downward direction and attached to wire by means of clip piercing wire insulation and second horizontally stretched electrode secured on cross-arm of power transmission line pole or on any other insulating holder at such distance from first electrode that arc excitation can be controlled and maintained between electrodes. Mentioned electrodes are disposed in crosswise manner to each other and transversely to cable so that cable motion does not produce any noticeable impact on distance between electrodes.
