FIELD: mobile communication systems; transmission control in return line using level of signal received from forward communication line. SUBSTANCE: novelty is that proposed device and method are designed to use meter, controller, and transmitter of return communication line. Meter detects power control bit from channel signal received over direct communication line and measures signal-to-noise ratio of channel signal received using detected power control bit. Controller compares signal-to- noise ratio of signal received with threshold value and generates signal for controlling transmission over return communication line in case comparison result points to poor condition of direct communication line channel. Return communication line transmitter responds to transmission control signal by stopping transmission over return line channel.
