FIELD: carbon sorbents. SUBSTANCE: invention relates to carbon-carbon composite adsorbents that can be used to treat waste waters and in production of rocket fuels and neutralizing solutions after neutralization of rocket fuel-polluted equipment. Adsorbent is recovered by treating it with 5% nitric acid solution and superheated (280 +/- 5 C) steam, which are passed through adsorbent in three steps. In the first and third steps, adsorbent is treated with superheated steam for 60 +/- 5 min and 120 +/- 5 min, respectively, and, in the second step, for 15-20 min with nitric acid at acid-to-sorbent volume ratio (20-30):1. EFFECT: reduced expenses on treatment of industrial sewage and aqueous solutions thanks to repetitive use of adsorbent without loss in its sorption capacity and improved environmental conditions because of destroying 1,1- dimethylhydrazine into nontoxic low-molecular products. 1 dwg, 2 tbl
