FIELD: environmental control. SUBSTANCE: device has floating guard boom with permeable cylindrical shell filled with hydrophobic and oleophilic oil absorber. Central part of guard boom is hinged with periphery parts and has connector with apron immersed in water, system of oppositely directed tie rods secured to hinges, and central tie rod secured to middle of apron upper part. Invention provides for higher efficiency of gathering of thin layers of oil and oil products from water surface due to formation of dynamic zone be central part of guard boom. Dynamic zone is opened to meet spreading layer of oil product with introduction of oil product thin layer into said zone and zone localization with reduction of its area to increase thickness of oil product layer and intensification of its absorption by guard boom.
