FIELD: treatment of steel for forming coats on its surface; electrical industry. SUBSTANCE: proposed compound contains ions of phosphate, aluminum, magnesium, boron, water and ions of chromium introduced in form of waste solutions of chromium-plating baths and additionally containing fluorosilicic acid and silicon dioxide at the following ratio of components, mass-%: phosphate ions (in terms of P2O5)), 258-29.9; aluminum ions (Al+3)0,8-1,7; magnesium ions Mg+2)1,3-; boron ions (in terms of B2O3)0, 0.11-0.17; chromium ions Cr+6), 0.2-0.5; fluorosilicic acid, 22.0-28.0; silicon dioxide (SiO2), 0.2-1.0; water, up to 100.
