FIELD: power engineering, processes for generating heat energy on base of flameless catalytic oxidation of natural gas, possibly systems for autonomous water heating and supplying hot water. SUBSTANCE: water heating boiler with power 5 - 25 kWt containing in exhaust gases CO no more than 5 ppm, methane no more than 30 ppm and having no nitrogen oxides includes instead of burner catalytic synthesis-gas generator and also catalytic heat exchanger. Said generator includes radial type reactor having gas distributing tube with catalytic layer, heating up apparatus for initiating operation of reactor and gas distributing tube with diameter of perforated openings less than critical diameter for preventing penetration of flame into gas distributing tube placed in water cooled casing. Reinforced porous material containing such active components as rhodium, nickel, platinum, palladium, ferrum, cobalt, rhenium, ruthenium or their mixture is used as catalyst.
