FIELD: communications engineering; mobile radio communication systems. SUBSTANCE: each base station (BSj) transmits access parameter of maximal data transfer speed and any mobile station (RSm receiving this parameter and executing search for access to higher data transfer speed desists from transmission of access request message. As an alternative, each mobile station (RSm) computes power level required for transmission to enhance access by its loss in channel running to base station (BSj) and also effect of this transmission at noise level of target base station (BS1) and adjacent stations (BS2, BSj). If transmission at desired power level increases noise level of any base station (BSj) above its maximal capacity, transmission is inhibited. System is most effective in mobile radio communications with cellular structure of coverage area (CDMA systems). EFFECT: enhanced data transfer speed; minimized level of noise caused by mobile radio stations initiating communications with stationary ones. 15 cl, 4 dwg
