SUBSTANCE: proposed ion and radiation source that can be used for electrophysical treatment of gas media, primarily air, in houses and industrial premises, including for medical and/or health-improving treatment, and also for water disinfection has infrared radiation laser designed for operation in continuous or pulse-periodic mode, focusing system installed in the way of laser radiation, and device for initiating optical discharge in focal region of focusing system whose parameters are chosen from condition xR 2, where x is coefficient of plasma absorption at laser radiation wavelength M-1; R is distance between focal point of focusing system and discharge center, M. As an alternative, proposed laser-plasma ion and radiation source may have infrared radiation laser designed for operation in continuous or pulse-periodic mode, focusing system installed in the way of laser radiation, device for initiating optical discharge in focal region of focusing system, and device for generating gas flow from focal system to its focal region.

EFFECT: enhanced stability of generating negative ions and their enhanced concentration in air.
