SUBSTANCE: device has set-point generator, band filter, transmitting antenna, receiver antenna and registration device, and also has amplifier, block for stabilization of heterodyne frequency, heterodyne, polarization splitter, two parallel receiver channels, each of which consists of mixer and amplifier, directional branch device and phase detector.

EFFECT: broader functional capabilities, due to measurement of cross-polarization component of reflected signal, phase shift between main and cross-polarization components of reflected signal and calculation on their basis of ellipticity coefficient and slant angle of greater axis of ellipse of polarization of reflected wave.
