SUBSTANCE: in accordance to invention, information about regulated vehicle movement parameters, technical condition of vehicle components and physical condition of driver of vehicle is transferred to vehicle, independently from driver of vehicle measurement is performed by means of technical means, provided on vehicles, of current parameters of vehicle movement, technical condition of vehicle components and physical condition of vehicle driver and comparison thereof to appropriate regulated parameters, after that signals are emitted from vehicle, containing information about altered current parameters, different from regulated parameters, and also information about location of vehicle, identification data of vehicle, signals, emitted from vehicle, are received and decoded, identification of vehicle, vehicle driver, vehicle owner is performed and measures of influence are applied to driver and/or owner of vehicle and/or to vehicle by technical means, provided on vehicles, possible alteration of vehicle movement parameters and vehicle unit parameters is restricted to limits, within which aforementioned parameters correspond to regulated parameters.

EFFECT: increased road traffic safety due to monitoring over fulfillment of road traffic rules by all vehicles, using technical means positioned on vehicles.
