SUBSTANCE: invention concerns technics of communication and can be used for reduction of delays of transmission. New velocity of data transmission gets out of several restricting velocities, including velocity spotted by data and the velocity restricted on increase. In one vversion of embodying velocity spotted by data is restricted to reduction by a controllabled fashion and cannot suddenly fall to zero. In other version of embodying of the velocity restricted on increase it is authorised to be returned promptly to slowly varying velocity, if the system is in an unoccupied state instead of accruing to slowly varying velocity according to standard procedure.
EFFECT: data transmission improvement of quality in wireless communication systems.
