FIELD: technological processes.
SUBSTANCE: invention is related to chemical industry and may be used for activation of chemical mediums. In method of hydrodynamic action at working fluid, working fluid flow is separated into separate flows, which are swirled, hydraulic impact is initiated in swirled flows, and they are combined into common flow. In process of flows swirling they are imparted with an orbital rotation relative to common axis, and for mixing each flow is supplied in discrete portions, in every of which prior to mixing into a common flow, and impact is initiated. Rotor device comprises hollow body with inlet and outlet nozzles and rotor block, besides rotor block is arranged at least in the form of one pair of rotors inverted with their ends to each other, on one of which, (rotor-activator), there are working chambers with swirlers of working fluids, and annular chamber that communicates to working chambers. At the other rotor (rotor - generator), there are cutoff mechanisms of working fluid drain from working chambers, and channels, which have the possibility of communication to outlets of working chambers of rotor-activator.
EFFECT: invention provides for efficient hydrodynamic action at wide spectrum of working fluids.
