SUBSTANCE: invention is related to procedure of transport means (TM) traffic supervision and may be used with application of telecommunication systems for automatic supervision of rules of the road observance (ROR), making decisions on violations of ROR and informing violators about them without direct participation of a human being. Besides system provides automatic annunciation of emergencies, including detection of unlawfully used TM and supervision over implementation of decisions made on ROR violation. System comprises multiple stationary TM traffic control points (SCP) equipped with reading devices and devices of their identification. All SCP are connected by communication channels to information-technical base and are made in the form of autonomous compact digital computer devices with inbuilt module of cellular communication equipped with automatic devices of photo and/or video, and/or radio pickup and processing of information about TM and traffic situation, automatic program facilities for definition of TM traffic parametres and their comparison to permissible ones according to ROR in this section of the road. System is equipped with program facilities for automatic qualification of ROR violations and emergencies and making decisions on them, devices for automatic transfer of information along channels of mobile communication that is available in this region from SCP ro basic station of nearest mobile communication operator and from there by means of Internet into information-technical base.

EFFECT: reduced role of human factor in provision of traffic safety.
