FIELD: radio engineering, communication.

SUBSTANCE: first using video registration facilities, an image of the specified road section with moving vehicles is captured, and data is sent into an electronic computing device along available communication channels. Processing of data on traffic and road conditions is carried out by automatic software. Received data is compared with the permissible one according to the traffic regulations on this road area. Violations of traffic regulations are automatically qualified and recorded, as well as emergencies with identification of specific violators of traffic regulations. A video registration facility is represented by two or more video cameras, which are arranged at the specified distance from each other with the possibility to shoot one and the same road section. The data on traffic is processed using 3D reconstruction of the specified road area using images of video cameras and determining a 3D position of a vehicle relative to the road. To determine 3D reconstruction of the specified section of the road in the absolute scale of distances, a set of two or more reference points is used in the specified road area or the vehicle, the absolute distances between which are previously known. The reference points may, for instance, are the elements of the road marking or a border of a state license plate of the vehicle.

EFFECT: invention makes it possible to increase efficiency of monitoring of vehicles moving closely to each other, and validity of evidence of traffic regulations violations by specific vehicles.
