FIELD: medicine.

SUBSTANCE: invention refers to method for making microemulsion or submicron emulsion compositions "oil-in-water" (o/w) for transcutaneous delivery of at least one pharmaceutically active ingredient that involves: a) mixing the first part containing one substance from the group including animals, mineral or vegetable oils, silanes, siloxanes, esters, fatty acids, fats or alkoxylenated alcohols, and one or more lipophilic surfactants, and the second part containing water and one hydrophilic surfactants, b) heating the mixture to a phase fusion temperature in continuous stirring with making microemulsion or submicron emulsion "oil-in-water", c) cooling said microemulsion or submicron emulsion, d) adding the third part to the microemulsion or submicron emulsion at temperature 2°C to the phase fusion temperature with the third part if required being premixed and heated to dissolution of components and containing one component chosen from the group including amphiphilic surface-inactive compounds, surfactants and water provided if the third part contains water, it also contains the amphiphilic surface-inactive compound and/or the surfactant.

EFFECT: maintained viscosity, appearance, stability and efficiency of the preparation.
