FIELD: chemistry.

SUBSTANCE: mixture A of olefin unsaturated monomers undergoes free-radical polymerisation and acid groups of the formed polymer are neutralised. The mixture A of olefin unsaturated monomers contains at least one monomer with at least one acid group in amount corresponding to the acid number of the mixture A ranging from 10 to 100 mg KOH/g and from 0.5 to 5 wt %, and at least one olefin poly-unsaturated monomer in aqueous phase. Neutralisation does not begin until at least 90 wt % monomers of mixture A are completely polymerised. At least one mixture B of olefin unsaturated monomers then undergoes polymerisation in the presence of the product obtained from mixture A. Mixture B contains at least one monomer with one acid group in amount corresponding to acid number of mixture B or each of mixtures B from 0 to less than 5 mg KOH/g, at least one monomer with at least one hydroxyl group in amount corresponding to hydroxyl number of mixture B or each of mixtures B from 0 to less than 5 mg KOH/g. Mixture B contains at least one olefin poly-unsaturated monomer in amount of 0.5-5 wt % mixture B or each of mixtures B, respectively. The weight ratio of mixture A to at least one mixture B is between 15:85 and 85:15.

EFFECT: method enables to obtain binder for making transparent ground coatings which can be applied on various substrates.
