SUBSTANCE: radio access network device comprises: apparatus configured to determine whether the mobile station is located at the border of the cell, and apparatus for scheduling frequency allocation in order to allocate the mobile station with communication resources, configured to provide a mobile station located at the border of the cell with border zone frequency, and a mobile station beyond the border of the cell - with beyond border zone frequency which is different from the border zone frequency. The border zone frequency includes a first band which is different for different cells. The beyond border zone frequency includes a second band which is common for several cells, including the cell under consideration, as well as a third band which is equal to the border frequency of the neighbouring cell.
EFFECT: high efficiency of using frequency on cell borders and degree of suppressing interference from other mobile radio communication cells.
