SUBSTANCE: device contains auxiliary generator 1 of sinusoidal test signal, power amplifier 2; auxiliary current loop 3 connected with current measuring transformer 4 connected to phase lead 5 of high-voltage network; analogue-digital converter 6 connected to secondary coils 7 of current transformer 4; digital signal processing unit with digital controller 8, dielectric insulator 9; the second current transformer 10 with detachable magnetic conductor which is connected by lead 5 of high-voltage circuit and its secondary coils 11 are connected to input clamps of secondary power source 12. Generator 1 is made in the form of digital generator 16, which output is connected to digital signal processing unit 8 and connected in parallel to DAC input 17, DAC output is output of auxiliary generator 1, output of power amplifier 2 is closed to auxiliary current loop 3, secondary coils 7 of current measuring transformer 4 is connected to input clamps of ADC 6, which input is connected to input of digital signal processing unit 8 while its output is connected to input of receiver-transmitter 13 of measurement and control channels and its output is connected to dielectric antenna 14.
