SUBSTANCE: cells are associated to one group of cells, respectively, where the intended coverage area is broken by a grid into area elements and each area element is assigned a corresponding conformity probability for each of the cells serving the area element and the land-use class from a finite group of land-use classes, where the traffic data base is created using a minimisation technique, where for each cell, the interval between the measured traffic in the cell and the predicted traffic therein is minimised, where the predicted traffic in said cell is equated with summation of the area elements, weighted with coefficients which are specific for each land-use class and each group, area elements of each cell for each land-use class and for each group of cells are formed from conformity probabilities of area elements covered by cells, and coefficients are determined using a minimisation technique and are assigned to the corresponding cell.
EFFECT: high accuracy of predicting traffic.
