SUBSTANCE: cutter contains a cutting plate and its attachment unit, a holder with a sample in it and an insert made of a material with high damping and a metal mandrel. The cutting plate with its attachment unit is rigidly fixed on the upper surface of the mandrel, made in the form of a rectangular parallelepiped. The sample is oriented normally to the upper plane of the front end of the holder, ensuring that there is no possibility of contacting the cutting plate and its attachment unit on the mandrel with the holder. In the sample made in the form of the mandrel, the lower end of the mandrel is placed with gaps that are uniform along the bottom and walls of the sample, filled with an insert made of a material with high damping. The insert is formed of two half-inserts placed at a distance from each other, made of materials with high damping and having different stiffness, the first of the half-inserts, the support is located at the end of the mandrel from the bottom of the sample, and the second on the top of the mandrel placed in the sample. At the same time, the length of the center plate and the second half-insert is less than half the depth of the sample, and the stiffness of the center plate is greater than the stiffness of the second half-insert.
