FIELD: construction.

SUBSTANCE: cutter comprises a cutting plate and its attachment assembly, a holder with a fluting therein made of material with high damping capability, a metal mandrel and a container, wherein the attachment assembly of the cutting plate is rigidly fixed to the upper surface of the mandrel, made in the form of a rectangular parallelepiped and located in the container. The container with the mandrel is located in the fluting made according to the container shape and oriented along the normal to the upper plane of the front end of the holder ensuring absence of contact between the cutting plate and its attachment assembly on the mandrel with the holder. The container is made of cured material to form a closed resilient shell with communicating hollow side walls and the box bottom with inner dimensions equal to the transverse dimensions of mandrel and with a cylindrical fitting secured in the outer wall of the bottom. At that, this fitting is used to inject compressed air into the cavity of the bottom and side surfaces of container closed resilient shell to fill the gaps between the fluting and the mandrel with stepless remote control of cutterstiffness by changing the air pressure in the closed container resilient shell. An insert made of material with high damping capability is installed prestressed compression in the space between the cutting plate attachment assembly on the mandrel and the upper plane of the front end of the holder.
