SUBSTANCE: invention refers to formation of nonorganic-organic composite film on the plate surface from unoriented electrical steel by baking the liquid applied to its surface and containing organic resin, phosphate as nonorganic component and nonorganic powder having specific surface area of 10 m2/g or more as per BET and showing the distribution of particle sizes with integral dimension of 50 % particles of 5 mcm or less and with integral size of 90 % particles of 15 mcm or less at measurement of particle sizes with laser diffraction analyser; at that, powder is contained with fraction of not less than 1 wt %, but not more than 50 wt % in relation to content of solid substance of the above phosphate.
EFFECT: invention allows suppressing the adhesion phenomenon occurring in nonorganic-organic composite film not containing chromate-based compounds.
