SUBSTANCE: network can send broadcast and/or dedicated priorities to a mobile terminal, also including priorities with respect to a radio access technology which does not support priority-based algorithms. For example, priority parameters for a legacy network which does not support the priority-based algorithm may be sent to a mobile terminal to enable the mobile terminal to make cell reselection decisions without running two different cell reselection algorithms in parallel (e.g., a ranking-based algorithm and a priority-based algorithm).
EFFECT: enabling reselection of the best accessible network in a multi-radio access technology (RAT) environment independent of the RAT.
