SUBSTANCE: method involves the following steps: transmitting, from a handover source radio base station to a switching centre, a handover request including an NCC (next hop chaining counter), a PCI (cell identification information) and a KeNB* (parameter calculated based on the security key); changing, at the switching centre, the NCC, changing, at the switching centre, the KeNB* on the basis of the PCI, and transmitting, from the switching centre to the handover target radio base station, the handover request including the changed NCC and the changed KeNB*; generating, at the handover target radio base station, a first key on the basis of the KeNB*; and generating, at the mobile station, the first key on the basis of the NCC and the PCI included in a handover command.
EFFECT: enabling, upon unsuccessful handover of a mobile station to a target cell, to avoid breakdown when re-establishing connection with the first cell storing the mobile station context.
