FIELD: physics.

SUBSTANCE: disclosed is a group of inventions, which consists of an electrophotographic device having an electrophotographic photosensitive element or a process cartridge, a charging means, a shielding means, a developing means and a transfer means. The electrophotographic photosensitive element has a base, a conducting layer formed on the base and a photosensitive layer formed on the conducting layer, wherein the conducting layer contains a binding material and titanium oxide particles coated with tin oxide, doped with phosphorus or tungsten, and the dielectric loss tangent tanδ at frequency of 1.0×103 Hz of the electrophotographic photosensitive element ranges from 5×10-3 or higher to 2×10-2 or less.

EFFECT: suppressing the arising of charging lines, high electroconductivity, which makes the surface of the base less sensitive to presence of defects, thereby improving efficiency of the device having such a conducting layer.
