SUBSTANCE: group of inventions relates to medical equipment and may be used in determining and predicting the state of the cardiovascular system. An optical capillaroscopy of a finger cuticle is used to size a perivascular area, a diameter of venous and arterial capillaries. A pulse wave velocity and an endothelial function on an upper extremity are determined simultaneously relative to ECG R peak. Blood pressure is measured. A cardiovascular complication risk index K is calculated by formula. A device comprises pneumatic instrumentation for extremity occlusion in the person being tested, pressure sensors connected to occlusion cuffs; an input block configured to receive and level the signals supplied from an output of the pressure sensors, to amplify and pre-filter them; an optical capillaroscopy block unit configured to size the perivascular area and diameters of the vanous and arterial capillaries of the finger cuticle; an electrocardiogram recording unit configured to form a pulse signal by ECG R peak; an amplitude-digital conversion, digital signal processing and control unit, a switching unit and a computer interface unit.

EFFECT: invention enables improving the reliability and objectivity of evaluating the risk of cardiovascular complications.
