SUBSTANCE: radio base station eNB according to the present invention has a measurement control signal transmitting module 102 configured to transmit to a mobile station UE a measurement control signal containing an instruction for measuring the radio communication quality of a cell in which communication is performed, or a neighbouring cell, and a measurement message receiving module 104 configured to receive from the mobile station UE a measurement message reporting the radio communication quality measurement result, wherein the measurement control signal contains identification information of one or more cells that are carrier aggregation candidates.

EFFECT: obtaining an efficient system and connection stability by reducing the volume of unnecessary control signals and efficient handover during carrier aggregation.
